Rosie Collington

What is your area of research?

I analyze how governance in public institutions – states, multilateral development banks and international organizations – changes in relation to shifts in the international political economy. In recent years, my research has focused on developments in climate and energy policy, green finance, and the use of digital and algorithmic tools in policy decision-making. I am currently writing a book, based on my PhD research, that explores the opportunities and limitations of states’ post-Paris Agreement decarbonization efforts and efforts to de-risk private finance.

Why is it so important?

What kind of state is necessary to decarbonize economies? How is the development of state capacity and institutions influenced by macrofinancial architectures and the pursuit of finance-led growth? How do new geoeconomic conflicts affect climate ambition? What alternative approaches to governing and financing green transitions exist? If we are to achieve the goals of carbon neutrality or net zero enshrined in Klimaloven and those of the Paris Agreement, answering these questions is imperative.

A project you are proud of?

My colleague Jacob Hasselbalch and I have been conducting research that explores changes in how energy modelling and related planning capacities are used as states seek to mobilize private finance. Empirically, this research has centered on the Long-Term Energy Scenarios Network, convened by the International Renewable Energy Agency. I am particularly proud of this project because it has enabled us to identify a novel development in energy infrastructure financing, and I hope the findings will be of interest and relevance to energy policy and modelling teams globally.
